Bubble Man (バブルマン, Baburuman?) is the first aquatic Robot Master created by Dr. Wily for underwater combat. However, a defect in his system makes him unable to walk underwater, being only able to move by jumping. After seeing this, Wily couldn't help but laugh at his way of moving. Despite this flaw, Bubble Man is able to swim.
Bubble Man attacks with normal shots from his arm cannon, and can shoot Bubble Lead shots from his arm cannon and the gun on the top of his head. Bubble Lead are durable bubbles mixed with sulfuric acid that can be used for several purposes, like hitting opponents with small bubbles, wrap opponents inside large bubbles, or protect himself.

A frustrated Bubbleman slumped against the shore, his eyelids drooping over sea-blue eyes. Treasure hunts had been less-than-profitable lately. Curse the Pacific Ocean! Bubbleman's Treasure Sale Extravaganza

Lots of glittering jewels, seashells, and gold pieces littered wet sand on a shoreline, each one strategically placed to capture sunlight and possibly attract attention. After all, these were meant to be sold, the small chunk of a large treasure hoard that a big spender would gather.
Bubbleman was halfway out of the water, his lower body still kept beneath the tides, as he was rather ungainly, if not downright unable to move, on land. His chin rested atop his folded arms as blue eyes scanned to see if anyone would come to look at, perhaps even buy, the trinkets that he had removed from his treasure hoard.
